Europa reforza mercado de carbono para unha economía hipocarbónica competitiva

chimeneas.wide_The European Commission welcomed the vote of 8 January by EU governments gathered in the Climate Change Committee to postpone the sale of 900 million carbon allowances in the 3rd phase of the EU’s Emissions Trading System (EU-ETS) which runs up to 2020. This marks a key step in restoring the short-term balance in the European carbon market and sets the stage for the proposal of a further structural measure shortly.

Welcoming the vote, Climate Action Commissioner Connie Hedegaard said: ”Back-loading is now a reality, and the Commission hopes that the first allowances can be back-loaded very soon. But while back-loading will help stabilise the carbon market in the coming years, we must also tackle the more structural challenges. The Commission will address these when it proposes the 2030 climate and energy framework later this month.”

  • In today’s vote the member states’ representatives followed the Commission’s recommendation to adopt an amendment to the Auctioning Regulation and change the timing of the back-loading schedule. This will postpone the auctioning of 900 million allowances from the years 2014-2016 until 2019-2020, while making the amount to be reduced in 2014 dependent on the start date of the back-loading.
  • Os 900 millóns de bonificacións reintroduciranse en 2019 e 2020. Isto significa que o número global de bonificacións no EU-ETS permanecerá inalterado.
  • A Comisión espera que a carga posterior poida comezar rapidamente e solicita ao Parlamento Europeo e ao Consello que acurten o período de control para concluír o proceso. A decisión sobre a duración final do período de control será entón tomada polo Consello e o Parlamento Europeo.
  • A Comisión Europea presentou a proposta de recarga en novembro de 2012 como unha forma de reequilibrar a oferta e a demanda e reducir a volatilidade dos prezos sen impactos significativos na competitividade.
